British and Scottish Authorities Clash Over Who Should Pay the £24.5 million Bill for Donald Trump and JD Vance Visits

The British administration is being called upon to "step up" and cover the £24.5m expense incurred during recent trips by Donald Trump and JD Vance to Scotland, according to a senior Scottish minister.

Significant Estimated Expenses Revealed

Provisional expenses amounting to almost £24.5 million for the pair of official trips have been made public by the Scottish government.

Public Finance Minister McKee labeled the Westminster's unwillingness to provide funding as "ridiculous," arguing that both trips were clearly work-related, noting that the US president held meetings with European Union chief the EU's von der Leyen and UK prime minister Keir Starmer during his July visit in the northern nation.

Particulars of the Trips and Related Security Expenses

The former president visited his golf courses at Turnberry in Ayrshire and Menie in Aberdeenshire over a five-day trip in July, while US vice-president JD Vance spent around a long weekend in Ayrshire in August.

In a formal letter to the Treasury minister Chief Secretary Murray, Scotland’s finance secretary stated that the visits placed "significant operational and financial burdens on Scottish public services, particularly Police Scotland."

The Scottish government estimates that the provisional cost for securing the president's trip by itself was £21m, which involved peak daily deployments of over 4,000 officers, while expenses for the VP's visit were approximately £3m.

Complex Security Mission

This extensive security mission was the largest in Scotland since the passing of Queen Elizabeth II in 2022, and involved local officers, specialist units, volunteer officers and wider UK colleagues for specialist support.

The Finance Secretary stated: "Following your decision not to offer financial support to the Scottish government for expenses accrued in relation to the visit of President Donald Trump to the nation in July 2025 and the following trip of Vice-President JD Vance, I am writing you to request that you reconsider this stance and offer complete repayment for the cost of the visits."

UK Government Reply and Previous Example

The British administration stated that the visits were personal and "not official UK government business." A spokesperson commented: "Holyrood are responsible for policing costs in the country as per established devolved funding arrangements."

While the Finance Secretary referenced past instances where the British administration reimbursed the expense of the president's 2018 trip to the nation, it is believed that trip came after a formal UK government invitation, in which case it included protection expenses under its statement of funding policy.

"Westminster must take action and pay. I think it’s ridiculous, it was clearly a work visit … Especially when you have the prime minister Sir Keir meeting with the president, holding joint briefings with him, conducting global diplomacy with him, its really stretching the bounds of credibility to say this was merely a private holiday trip."
