Diplomatic talks with American, Moscow, and Ukrainian officials began in the United Arab Emirates this week, representing the latest stage in initiatives to achieve a resolution to resolve the protracted hostilities in Ukraine.
US Army Secretary the US representative reportedly held talks with a Russian group on Monday night, with dialog proceeding into Tuesday.
“The talks are going well and we remain optimistic. He is working in tight alignment with Washington as discussions unfold,” a spokesman commented.
The Ukrainian top intelligence official, Kyrylo Budanov, was also expected to join in the proceedings, though it remained unclear whether face-to-face engagement with Moscow’s delegates would take place or if separate bilateral meetings would be conducted.
Identity of the Russian delegation was not immediately clear. “We cannot provide details. Media accounts are being tracked,” a Kremlin spokesperson informed official outlets.
The current talks come after prior discussions in Switzerland where American and Kyiv officials modified a preliminary American proposal for ending the war.
Russia has not yet accepted the latest version of the proposal and is not expected to accept many of the Ukrainian changes.
Moscow’s foreign minister, Sergei Lavrov, emphasized that any modified peace plan must adhere to the “essence and wording” of what was covered during previous summit meetings between the two nations.
EU leaders are reportedly finding it difficult to remain involved in the process as American representatives take the lead.
Finland’s leader, a European figure, who has stepped forward as a key interlocutor between Washington and European officials, stated that the next few days would be crucial in attempts to reach a peace settlement.
He reportedly held discussions with the Ukrainian president and the alliance representatives, emphasizing that “The future of Ukraine is for Ukraine to decide, and while European security matters are for Europe to resolve.”
At the same time, the France’s leader, the French official, cautioned against a agreement that would amount to a “capitulation” for Ukraine.
“Terms presented suggest what Russia could agree to. However, must Kyiv and European nations consent to these terms? Certainly not,” he declared.
The US proposal was reportedly composed of multiple articles and was based on discussions between US and Moscow representatives, with input from Ukrainian defense authorities.
Major elements of the plan allegedly included:
The US representative allegedly traveled to the Ukrainian capital to brief the Ukrainian president on the proposal and press quick acceptance.
This demand, combined with the disclosure of the plan, apparently shocked Kyiv and EU authorities.
The Ukrainian president stated that the nation was facing one of the toughest moments in its existence and was being compelled to choose between “forfeiting self-respect or abandoning a crucial supporter.”
Later, Driscoll briefed alliance representatives on the proposal in the capital, with one participant describing it as “an extremely difficult session” and stating that EU ambassadors were stunned by both the content and manner of the delivery.
The US administration later softened its stance, indicating that the 28-point plan was an “initial basis for negotiation” rather than a definitive demand.
As diplomatic efforts proceed, Russian forces has maintained its regular strikes on Ukraine’s cities.
Moscow’s forces allegedly fired dozens of projectiles and hundreds of drones at targets in and around the capital, according to Ukrainian sources.
Zelenskyy stressed that Moscow must not feel it could prevail in the war while talks were underway.
“Crucially, all allies must advance toward diplomacy collectively, with unified action. Pressure on Russia must deliver results,” he affirmed.
The capital’s leader reported that multiple people had been fatally injured in the overnight attack on the capital.
